Shortest-path crew routing as a Capacitated VRP with Time Windows: every open civic issue is a node, every crew a vehicle. OR-Tools minimises total kilometres while respecting daily capacity, shift hours, severity-weighted SLA lateness, and skill matching (a streetlight crew can't pick up potholes).
